The Environmental Council of Zambia (ECZ) and the Norwegian Pollution Control Authority (SFT) have been working together to decrease industrial pollution since 1997. This work has been carried out under the Industrial Pollution Prevention Programme (IPPP). The two main objectives of the programme are institutional strengthening and cleaner production. The programme was completed in June 2005.

Background

The Norwegian Agency for Development Co-operation (NORAD) has supported the ECZ since its establishment in 1992. NORAD has previously funded these projects:

  • Development of a National Environmental Information System for Zambia (June 1993 to June 1994)
  • Development of an Environmental Management System in Zambian Industries (October 1993 to December 1993)
  • Development of Standards and Regulations of air pollution in Zambia.

    Description

The overall goal of the IPPP is to contribute towards prevention and control of industrial pollution in Zambia. To achieve this goal the IPPP is divided into two subprogrammes:

The first is institutional strengthening, aimed at capacity building of the ECZ pollution control division. The work on institutional strengthening has four components, namely the air pollution regulation, hazardous waste regulation, water quality guidelines and environmental information systems.

The second deals with Cleaner Production (CP). This part of the programme is managed in co-operation between Det Norske Veritas (DNV) and ECZ.

    Status

The main result of the first phase of IPPP, was that ECZ has established a new licensing system for polluting industry and activities. This system applies to the next generation of licenses to be issued to industrial enterprises. Further important results are a hazardous waste regulation and a database for the handling of environmental information from the regulated industries.

The work towards an integrated licensing system has been intensified in the second phase of the programme. In additition, the emphasis has been on training on environmental auditing, inspections and project management.

Phase 2 has been followed by an extention in the programme focusing particularly on hazardous waste regulation. A concluding work shop was held in Lusaka in June 2005
