Institutional co-operation between eThekwini Municipality (Durban) and SFT

Introduction

The business plan for this project was developed jointly in October 2002 by the eThekwini Municipality (the Environmental Health Section of the Health Department, and the Pollution Control Division of the Wastewater Management Department) and SFT. The business plan and the contract were signed in January 2003. The co-operation was completed in June 2005.

Background

In 1996 South Africa and Norway signed an "Memorandum of Understanding (MoU)" in which they agreed upon strengthening bilateral political consultations and environmental development co-operation. In 1999 the two countries extended the co-operation for a further period of five years. The declaration was followed up by "The Business Plan for the Extended Norwegian Funded Environmental Co-operation Programme 2000-2004".

Description

The long-term goal of the co-operation is "reduced industrial pollution in eThekwini Municipality". The purpose is to improve the regulatory system in eThekwini Municipality.

The co-operation is divided into three outputs:

  • Upgraded permitting system that covers the needs of eThekwini
  • Upgraded auditing system
  • Improved IT system concerning permitting and reporting

The work performed in eThekwini is connected to the work performed under output 3 in the institutional co-operation between DEAT and SFT.

Status

The co-operation has been progressing according to plan and, with the exeption of the IT-system, was finalized with a concluding work shop in June 2005.
