General conditions, given as a part of the permit for discharge of oil, drilling fluids and chemicals
|
The following conditions have been set for discharge from offshore installations on the Norwegian continental shelf. In addition SFT will set specific requirements for each installation and or field.
1. Oily water
Oily water discharged from installations shall not exceed 40 mg/l as an average over a calendar month. Calculation of the monthly average shall be weighed and thus take into consideration varying water production. The content of oil in the water shall be measured according to the existing standard method stipulated at any given time by the authorities. The oil content in the water shall be measured separately for each wastewater flow. It is prohibited to dilute the oily water before a sample is taken for analysis.
Installed purification plants shall be operated with optimum environmental effect regardless of whether the discharge restrictions could be followed even with reduced purification effect or by by-passing all or parts of the plant. The operator is obliged to notify SFT in writing if significant changes are planned regarding cleaning of oily water.
Analysis of the oil content, frequency and method
The standard method for analysis of the oil content in water as per August 1998 is NS 4753 or NS 9803 with freon as an extraction agent. The concentration shall be related to the total aliphatic non-polar hydrocarbons. As use of freon is being phased out, we will accept analysis results where tetrachlorethene has been used as an extraction agent instead of freon, until a new standard is available. SFT also accepts results from analysis carried out according to the principles in the standard method, but where modifications have been made to reduce the use of freon, assuming that there is documentation that this does not affect the analysis results. These conditions apply until further notice. Analyses shall be carried out daily for discharge of produced water.
A parallel sample of the produced water to the one being analysed on the platform shall be sent unextracted to an independent laboratory onshore at least once per month. Any deviation between the analysis results shall be dealt with in accordance with the operator's own criteria for handling non-conformance.
An independent assessment offshore of sampling and analysis of oil in water shall be made regularly, e.g., once per year. This includes that independent personnel review the sampling and analysis on a parallel with offshore personnel. The operator shall define the content and scope of the control.
Volume measurement
The operator shall carry out continuous measurements that show the total volume of produced water discharged. The total volume of oily water discharged may be estimated for drainage and ballast water.
On-line analysers
An on-line oil in water analyser may be used. When using an on-line analyser to measure the oil content in wastewater, the instrument shall be calibrated against the applicable standard. Established calibration routines shall be prepared. SFT does not require that the operator takes daily samples for manual analysis according to the applicable standard for discharges that are analysed continuously, but parallel samples shall be analysed according to the applicable standard at least 5 times per month. If the analyser is out of operation for more than 3 days in a row, manual samples shall be taken for analysis according to the applicable standard.
Analysis where the water is reinjected
SFT does not require daily analysis of oily water to be reinjected, but a representative sample shall be taken at least once per week for analysis or for examination according to a documented routine that the operator believes gives a representative picture of the reinjected volume of oil. The result shall be used to calculate the quantity of reinjected oil. SFT does not set requirements for the maximum oil content in the water.
Aromatic hydrocarbon components
A representative sample for calculation of the total volume of aromatic hydrocarbon components discharged shall be taken once per month with IR-analysis. The distribution of aromatic hydrocarbon components shall be analysed once per year using gas chromatography in accordance with the existing guide for discharge reporting.
Drainage water
Drainage water from areas where there may be oil shall be cleaned in a simple purification plant before discharge. SFT does not set requirements regarding daily analysis of the oil content in drainage water. The operator shall prepare the procedures for the scope and frequency of the water analysis, or examination according to another documented routine that the operator believes gives a representative picture of the discharge. The programme shall be extensive enough so that the operator shall be able to estimate the volumes of oil and water discharged annually. The operator is responsible for ensuring that drainage water does not contain other components than those that would normally be present in the drainage water.
Oily water from the engine room
Discharge of oily water from mobile installations is subject to SFT's discharge regulations when the drilling rig lies anchored and in operation for an oil company.
Discharge point for oily water
The discharge point for oily water shall be under the (sprangsjiktet), and in such a manner that the oily water is diluted as quickly as possible in the water. It should also be taken into consideration that seawater used in freshwater production should not be contaminated. The requirement may be deviated from following application if the quantities discharged are small (e.g., where the water is usually reinjected) or in other special cases (such as from mobile installations).
A summary of the analysis parameters and frequency has been given in the table below.

2. Contingency chemicals
The operator shall prepare a list of the contingency chemicals that it may be necessary to add to the drilling fluid for safety reasons. The operator shall have guidelines for when the contingency chemicals will be used and the quantities that may be added.
3. Spill oil
Spill oil may be added to the production stream. The spill oil shall be clean, i.e. does not contain compounds that are not usually present in spill oil. It shall also not contain compounds which mean that requirements, other than those applicable today, shall be imposed on the refining process where the oil shall be treated or on the waste from the refinery. The operator shall have a system to ensure this.
Spill oil may also be injected into the reservoir, e.g., together with used drilling fluid.
Burning of spill oil via the flare boom or in other ways is prohibited.
Spill oil transported onshore shall be handled in accordance with the special waste regulations. This means, among other things, that the declaration form shall be filled out.
4. Dope
Dope that contains heavy metals may only be discharged if this shall be used for operational and safety reasons. Dope containing heavy metals that is discharged shall have as low a content of these as possible.
5. Sand and other solid particles
Any sand and other solid particles from production that contain more than 1 weight % oil shall not be discharged. The same applies to sediment and scaling flushed out of the process equipment. Water from cleaning of process equipment shall be treated as other oily waste water. Separate treatment, e.g., reinjection, is allowed.
The requirement does not include radioactive scale, as SFT does not control discharge of this.
6. Waste
Waste may not be burned offshore unless special permission from SFT has been given.
It is prohibited to throw solid waste overboard. Sanitary wastewater and minced food waste may however be discharged.
The operator shall minimise as much as possible the production of waste. The content of hazardous substances in the waste in particular shall be reduced as much as possible. Alternatively, the waste shall be returned to the production on the platform where possible, or be used for energy production internally/externally.
The operator shall have a plan for handling waste that includes the possibility of reduction in the volume of waste, sorting of waste on the platform, recycling and energy recovery.
The operator is responsible for ensuring that waste generated in connection with the activity is handled in an environmentally safe way. Special waste, with the exception of waste for which a permit for own treatment has been given, shall be handled in accordance with the special waste regulations. This means among other things that special waste stored pending delivery/collection shall be labelled so that the waste may be identified and shall be secured so that storage does not result in drainage to the deck/drain system. Evaporation from the stored waste shall be avoided and the stored waste shall also be secured against access by unauthorised persons.
Transport of waste to shore is subject to the Maritime Directorate's regulations.
7. Discharge in connection with well operations
Discharge of oil to water during well testing in addition to discharge via the process plant, is prohibited. Separation fluid contaminated with oil may not be discharged.
The operator must assess and where necessary choose disposal solutions other than burning of the fluid phase in the well stream during well operations (well cleaning, testing, workover, etc.).
The operator shall consider measures that can reduce the discharge of excess cementing chemicals during cementing work, e.g., by choosing methods of disposal other than discharge of the excess or adapt the equipment and routines with a view to minimising the excess volumes.
8. Recipient monitoring
The operator shall implement environmental monitoring of the activity. The monitoring shall be implemented in accordance with the applicable requirements stipulated by SFT.
The scope described in SFT's guidelines (97:01) is a minimum requirement and the operator shall assess whether the scope of the monitoring described in the guidelines will give a proper picture of any effects on the activities, or whether more surveys shall be implemented.
A monitoring programme shall be sent to SFT at least one month before start up of the survey. The purpose of the monitoring shall be described. The programme shall also include the operator's reasons for why the proposed monitoring is considered to be adequate, based on a review of the planned and potential pollution and the effects of this. It shall be clearly indicated whether the operator proposes deviations from the guidelines. Any changes from the guidelines shall be carried out in such a way that the results can be used together with the results from other monitoring activities in the region.
The monitoring results shall be used actively by the operator to minimise the effects on the external environment. The operator's choice of chemicals and drilling fluids shall be considered on the basis of the results of the environmental surveys.
9. Reporting
All emissions to air and discharges to sea, as well as deviations from the conditions in the permit shall be reported annually in accordance with SFT's guidelines for reporting discharges.
If the discharge limits are significantly exceeded, this shall be reported to SFT together with a plan for how the operator plans to reduce the discharges as quickly as possible so that the permitted limits are again complied with.
10. Replacement of equipment
If the operator will carry out a major replacement of equipment that makes it technically possible to counteract pollution far better than when the permit was granted, the person responsible shall notify SFT of this beforehand, cf., section 19 of the Pollution Act.
