HARMONISED OFFSHORE CHEMICAL
NOTIFICATION FORMAT (HOCNF) 1995
For the Norwegian sector
Completed by SKIM 18.09.98
Harmonised Offshore Chemical Notification Format 1995_
Part 1: General information
1.3 Use - 1.4 Discharge
Need not be completed. If necessary, should be filled out by the operator.
1.5 Fate
This item need not be completed, but a general description of the fate of the product would be of great help to the reader and user of the product.
1.6 Composition
Norwegian suppliers shall complete this item in accordance with Norwegian regulations regarding material safety data sheets and substance database. This means that all components that require labelling shall be listed with a unique chemical name.
Components that do not require labelling shall also be stated, but may be listed with the generic name, e.g., chemical functional group. If the latter type of name is used, it is important that the same description is used in specification of the ecotoxicological information under items 2.1 and 2.2. If the supplier chooses to specify components that do not require labelling using a non-unique name, this shall be documented internally and shall be presented in case of an audit. As the operator shall carry out the environmental assessment, without involving SFT, it is not relevant to send information regarding composition only to SFT. A non-unique name shall therefore describe the functional groups in the components so well that the operator can make an environmental assessment of the component.
In certain cases it may be accepted that components which are really a preparation are specified. This applies, for example, to chemical substances that only exist in the presence of other substances, e.g., stabiliser, solvent, etc., or a mixture of several substances due to type of raw material and/or production method.
The concentration of the components shall be specified, but may be stated in intervals as described in the regulations regarding material safety data sheets and substance database. Water and other solvents shall also be stated.
Chemicals and/or components on SFT's list A shall be specified under the PARCOM List A-column. SFT list B chemicals shall be specified with a B in the PARCOM Decision 94/1-column or in the "comments" field.
1.7 Hazardous substances
If the preparation or some of the components contain one or more of the specified substances/substance groups, this shall be crossed off. This shall also be described in more detail in the table:
The component (state CAS no.) that is contaminated shall be stated in the first column. The substance with which the component is contaminated shall be stated in the next column along with the concentration of the contaminant in the product.
The following applies to products with only one component; the product is contaminated with a substance/compound that is specified by name and concentration in the product.
1.8 Hazard labelling..., 1.9 General physical properties, 1.10 Specific physical properties
If an HES material safety data sheet is enclosed with the HOCNF, this may be in accordance with EC91/155 or in accordance with Norwegian regulations. This means that the HES material safety data sheet can either be in Norwegian or English. R/S sentences will also be accepted in Norwegian or English. The remainder of the text on the HOCNF form shall be in English.
Items 1.9 and 1.10 shall be filled out regardless of whether an HES material safety data sheet has been enclosed or not. This is because the HES material safety data sheet is seldom enclosed even if this has been crossed off.
Part 2: Ecotoxicological information
As far as the requirement for ecotoxicological tests is concerned, reference is made to the approved test laboratory, method and test result. Remember to give the full name and address of the laboratories.
Relevant information may be found for several chemical products through literature/data sources, etc. This information may be used on the HOCNF form assuming that the source and test result are accurately specified and that the laboratory and test method have been approved in accordance with the requirements set by SFT. Freshwater tests are not accepted.
An HOCNF is not required for products that only contain list A or B chemicals.
Acute toxicity shall either be stated for the whole product or for each component.
Biodegradability and bioaccumulation data shall also be specified for all organic components that are not on SFT's A and B list.
2.1 Partitioning and bioaccumulation potential
Log Pow shall be given for all components included in the product, except those on SFT's list A or which are inorganic.
Components for which log Pow information is not required should have one of the following items of information in the comments field:
- "Component is inorganic and bioaccumulation data is not relevant"
- "Component is listed on SFT's list A and bioaccumulation data is not required"
When using the HPLC method (OECD 117), all peaks with an area of more than 5% shall be specified with the pertinent Pow value and area percentage. The area percentage shall be normalised to 100%. The average Pow is calculated as the balanced average of the Pow values (total of Pow x area/100%) Log Pow is calculated as log #). An example calculation has been given below:

Example of specification and calculation of log Pow . Values in bold shall be specified on the HOCNF form.
Balanced average log Pow = log 15.17 = 1.2
At present there are no OECD methods suitable for determination of Pow for surface- active substances. Experimental values for bioconcentration factor (BCF) and P_ are preferred for this type of compound, rather than a Pow value.
Bioaccumulation potential shall also be given for substances with a high molecular weight.
If log Pow has not been specified on the form, the component's discharge factor in the risk analysis in CHARM will have to be determined in accordance with the list from CHARM III Technical Background Report (see the table below). This applies when the chemical has been used as a production chemical. Specify the type of surfactant.

2.2 Biodegradability
The biodegradability shall be specified for all components in the product except those on SFT's A list or those that are inorganic. The biodegradability data shall be given for all other components. The components will be tested in accordance with OSPAR's requirements. SFT will not accept other test methods.
Components for which biodegradability data is not required should have the following information in the "comments" field:
- "Component is inorganic and biodegradability data is not relevant"
- "Component is listed on SFT's list A and biodegradability data is not required"
The format requires biodegradability after 28 days. By specifying biodegradability after 7, 14 and 21 days, it is possible to assess the development after the test (whether the product will break down after a longer time or whether it is almost persistent after 28 days). This information should therefore be specified.
The data for a reference substance shall be given to document the reliability of the test.
2.3 Aquatic toxicity
Toxicity tests are only required on product level by SFT. If all the components (including inorganic components) have been tested on component level, this will be accepted and it is therefore not a requirement to test the product level as well. Toxicity results shall be specified in accordance with the test methods that are accepted by OSPAR at any given time.
It is important to specify the effect after the dates specified in the record for the various tests. Only the final value of certain tests is required in CHARM. The purpose of stating the effect concentrations for several dates is to document that the entire test has been carried out (growth rate should be linear during the entire test period). If further information exists this may also be included.
