a) En formidlingsvennlig atmosfære blant fagfeller.
e) Periodevis formidlingsavlastning.
[Topp]
Kriterier for måloppnåelse

- Strategic plan 2005 - 2010 for the University of Bergen
The University's tasks and core values
The University of Bergen (UiB) is a young university that has been built up in a period of major social, economic, cultural and technological change in Norway and internationally. Through its primary activities of research, education and public outreach, UiB makes a considerable contribution to this development. Basic research, research-based teaching and the development of academic disciplines are among the university's most important tasks. The freedom to engage in knowledge-based and critical elucidation of important areas and problems in our society is crucial to its existence. The university's community of scholarship and open discourse, where the best arguments are allowed to carry the day, are in deep resonance with the principles of democratic governance. Academic freedom will be used to generate research and provide first-rate education and to make a socially useful and relevant contribution to the advancement of knowledge.
Our modern society is more research-based than ever before. Consequently, we are increasingly dependent on research and knowledge and the universities have a much greater societal responsibility than might be apparent from the general debate about these institutions.
The universities have a special obligation to maintain and develop academic excellence in the best interests of society. Teaching based on research and teaching based on artistic activity are the keystones of the university's educational portfolio. The University of Bergen aims to provide high-level and high-quality education in academic and professional studies, with the focus on knowledge, performance skills and personal development. The education it provides will seek to build on critical reflection and familiarise the students with ethical, theoretical, methodological and practical issues.
The growing competition for good students and the increasing range of options in higher education around the globe compels the University to compete in an international education market. Research of a high international standard, teaching provided by active researchers and continuous academic development are important prerequisites for our success in the face of this challenge, which also requires greater focus on quality and on the completion of studies. This development will necessarily affect the structure and content of the University's educational programmes, the quality assurance of its study programmes and working conditions for students.
The universities have an important role to play in the promotion of equal opportunity, equality and tolerance. UiB will seek to ensure that men and women have equal career opportunities within the university, giving special priority to the recruitment of women to permanent academic positions. A further goal is to improve the gender balance in the different subject areas, with particular emphasis on subjects that are struggling to recruit female students.
Challenges in the years to come
As an institution of research and education, the university has proven itself to be capable of both continuity and development throughout the centuries. Its vitality is dependent on the values and distinctive character of the university as an institution, and this must be sustained by developing the institution in step with societal developments and the framework thereby defined. Traditionally, there has been a high degree of State involvement in Norwegian universities, whose activities have been governed by national legislation and which have in return enjoyed a high degree of State protection. In recent years the institutions have been made increasingly responsible for their own development and allocation of resources. This is a positive move, but it also means that the universities have to take more responsibility for their own dispositions and strategic choices. In Norway and internationally the higher education sector is becoming more differentiated, with the emergence of different types of university. Some are high-profile research universities with internationally attractive study programmes, while others are educational institutions that primarily serve the local and regional communities and have a low international profile with respect to both research and teaching.
Through this current strategy, the University of Bergen aims to develop into a research university with a high international profile. In other words, research is an overarching premise for its activities. This does not, however, entail giving low priority to teaching; indeed, the foremost research universities are also the universities with the most attractive educational programmes.
As our educational strategy will show, one of the important challenges we face is how to make our studies better and more attractive through higher quality and more visible research activity at the university. This applies not only to the training of our researchers, who represent a growing and increasingly important part of the university's activities, but also to the other educational programmes, both academic and professional. And likewise, our information and public outreach activities build on a solid foundation of research.
In Norway the term 'broad university' is used when referring to the old universities as opposed to the new local or regional educational institutions. A hallmark of recognised research universities is their ability to maintain high quality in a wide range of disciplines as well as in specialised interdisciplinary research projects. This is one of the greatest challenges facing the University of Bergen. The requirement for high quality must not be limited to specific research projects, but must apply to all research at the university. Preservation of academic breadth is not synonymous with continuing all subjects; it involves active and targeted renewal of subjects in step with international developments in fields of knowledge. The University of Bergen will seek to become a viable research university by stipulating quality requirements for each individual discipline as well as for thematic and interdisciplinary strategic research initiatives.

UiB's research environments will spread knowledge of their research results to the international community, while communicating knowledge from national and international research to students and the Norwegian public. UiB's outreach work will be characterised by integrity, quality and independence.
1. WHY IS PUBLIC OUTREACH IMPORTANT?
a)One of the reasons for disseminating research output is to support the advancement of democracy by helping build a society of enlightened citizens who are capable of critical thinking.
b)Knowledge can also be a driving force in the promotion of industrial and economic development, innovation, prosperity and quality of life. The effective dissemination of research results at the regional, national and international levels may contribute to this.
c)Academic freedom implies that society allows university researchers relative freedom in their choice of research topics, within the framework of the university's academic objectives and priorities. This allocation of resources is based on trust. Good research dissemination consolidates this relationship of trust and allows the general public to participate in the debate about the priorities, processes and results of research.
d)Research can enhance prosperity and welfare, but it can also give rise to doubt and disquiet. Transparency in connection with issues such as research policies, ethics and the relationship between the researcher and the community is therefore essential to the legitimacy of the research.
e)Research dissemination will stimulate better research. There is an ever-increasing trend towards interdisciplinary research projects, calling for interaction between different subject areas at an early stage in the process. In specialised research, the specialist in one field is a layman in another. The transfer of knowledge must therefore be adapted to the recipient, who may be a colleague with a different speciality, a collaborative partner, the media, a school pupil etc.
f)Good public outreach improves the academic visibility of the institution and will help it to recruit good students.
g)Good research dissemination helps to ensure that the individual researcher is visible, recognised and motivated to continue doing a good job.
h)Research dissemination is a statutory part of the university's work.
2. VALUES AND OBJECTIVES
By research dissemination, we mean:
- The dissemination of information about scientific methods, results and knowledge, including artistic production and development work, to users and the general public.
- the dissemination of knowledge that can contribute to social and economic development.
- participation in the social discourse using research-based arguments.
Research dissemination will be of high quality with respect to content, design and implementation. It should also arouse curiosity, provide inspiration and impart new knowledge. This can best be achieved by using wide-ranging methods that are adapted to the different target groups and topics. Outreach activities will match the demand in the community for information and knowledge about research and higher education.
The primary target group for UiB's public outreach activity is the interested general public, both in Norway and abroad.
UiB will seek to engage in research dissemination that is relevant, essential and useful. Through this work, UiB will help to spread competence, which may in turn identify new areas and ways of using knowledge in the social and economic domains.
UiB will seek to
a)contribute to the social discourse and further understanding, reflection and knowledge-based development of culture, the natural environment and society
b)disseminate basic research and artistic activities

Marine research and marine subjects encompass studies of marine areas in the wide sense of the term, including physical, geological, chemical and biological aspects and processes, their interaction in and between the solid earth, the water column and the terrestrial atmosphere and their application in resource mapping and utilisation and studies of climatic and environmental conditions.
Marine research is a strategic priority area at UiB, profiting from a great number of excellent research environments and access to a substantial and sophisticated infrastructure. The Department of Biology, the Department of Earth Science, the Geophysical Department and the two centres of excellence for petroleum and climate research, respectively, are especially weighty in this field. If we include our partner institutions in the region and activity in peripheral areas, the %u201CBergen cluster' is also a major research centre in the global context. So far, however, UiB has only to a minor degree exploited the coordination and profiling potential of this totality for academic renewal and collaboration between researchers at UiB and important research groupings in its partner institutions in the Bergen area.
UiB will seek to
a)focus on biological subjects in marine research
b)update and modernise the methods and technology of experimental biology

- strengthen collaboration on development-related research with the Chr. Michelsen Institute, Helse Vest, the Institute of Marine Research and the National Institute of Nutrition and Seafood Research (NIFES)
New academic priority areas
Academic renewal and the establishment of priority areas for research will be the result of processes rooted in academic environments that are open to the dynamic and rapid changes that often characterise most scientific development. UiB will seek to facilitate and encourage the promotion of academic innovation.
ICT is a priority area requiring more specific prioritisation of academic efforts.
Decisions on further academic priority areas will be based on concrete curricula. Curricula have been or are in the process of being drawn up in the following areas:
- Translational medical research
- Nano science
- Regions and regionalisation
Similar work will be required on subject delimitation, thematic concretisation and plans for permanent arrangements for collaboration in the following new areas:
- The major endemic diseases
- Democracy and the constitutional state
- European integration
Public outreach strategy - appendix
Strategic initiatives for the attainment of goals
UiB's public outreach strategy will seek to ensure an expedient allocation of responsibility and work, promote a dialogue-based outreach culture, counteract prejudice against achievement and strengthen internal communication competence. It is therefore important to:
a)link the allocation of work, responsibilities and resources by giving the academic leadership of the university as a whole clearer responsibility for public outreach and communication. This means that the dean and heads of department will be responsible for making the necessary resources available for effective public outreach and communication. A simple reporting system will be put in place whereby academic staff will account for the resources they have used and what they have achieved
b)motivate staff to feel secure in their outreach work and realise its value.
c)implement expedient rewards systems. In this connection, UiB is awaiting the conclusions of work in the committee of the Norwegian Council for Higher Education, which is considering rewards systems for public outreach work.
d)establish more support systems for public outreach in the form of courses, seminars and self-study options. This will be the responsibility of the Media & Communications Centre.
e)make effective use of our external web and the Bergen Open Research Archive (digital institutional publications archive), for information and public outreach purposes.
f)develop or introduce a well-functioning competence catalogue.
The researcher as communicator
Public outreach responsibility firmly rooted in the academic leadership will be an important support factor for researchers in their dissemination work. It will provide a clear focus of responsibility for the knowledge that accumulates in research environments, allowing it to be disseminated in context where this is desirable. The individual researcher will also benefit from support and motivation from the academic leadership in his or her dissemination work. The university assumes that researchers will wish to disseminate the results of their research. The researcher is the owner of his or her own research results and will generally be the main player in the communication of these results.
If researchers are to be able to give priority to research dissemination, they need:
a)a communication-friendly atmosphere among their academic peers.
b)recognition and praise within their own academic environment.
c)support and help from peers and superiors and, where special expertise is required, from the Media & Communications Centre. There may also be cases where the researcher needs help from Bergen Museum or other environments at UiB.
d)time to be allocated and financial resources earmarked for public outreach.
e)periodic offloading of some public outreach responsibility, involving delegation of some of the tasks to colleagues with an adequate overview of the relevant field of research.
f)good infrastructure, communication arenas and, in some cases, professional assistance and service.
g)greater public outreach skills and access to updated websites, and relevant training in research dissemination. These are central aids that will be further developed by the Media & Communications Centre.
Criteria for objective attainments
It is difficult to measure the results of public outreach, but work is currently in progress at the national level to select different parameters for measuring the achievement of goals. UiB will follow this work and implement appropriate systems to reflect the University's goals.
a)The content of the public outreach strategy and action parameters must be instilled in and made known inside the organisation. This can be done through formal dialogue between the academic leadership and staff, and through meetings between the academic leadership of the various departments, research lectures etc.
b)The Media & Communications Centre must be an awareness raiser and activator in UiB's endeavours to achieve its defined public outreach goals. The centre will be able to advise the units on how to achieve and subsequently evaluate the effect of their public outreach work.
c)Status, organisational choices, goal achievement, identification of weak points, counselling and experience transfer in the interest of better goal achievement in public outreach will be central issues in the dialogues between the Media & Communications Centre and the faculties and departments.
d)Active efforts must be made to allocate new external resources to important public outreach tasks. Public outreach resources must also be allocated in the form of time and financial frameworks to prioritised public outreach tasks. In the case of particularly resource-intensive projects or interdisciplinary campaigns the possibility of allocating strategic resources should be considered.
