Born 1949; cand. jur. (University of Oslo) 1976; studies at the University of Glasgow 1978-1979; Dr. juris (University of Oslo) 1988.

Career
Central Bank of Norway 1976-82, the Norwegian Mission to the European Union 1988-94, the Ministry of Finance 1982-1988 and 1994-95, Registrar at the EFTA Court 1995-98, lawyer at PricewaterhouseCoopers 1998-2002; Professor at the University of Tromsø from 1997. Jean Monnet Professor 2002.
