SPL-3007: Globalization and development. Theories and Issues Work Load 10 credits (ECTS) | Objectives The course focuses on the major conceptualisations of development and globalization, and then the effects of the changing international political and economic relationships on development.
| Contents What is the predominant development pathway in this era of globalization? How are global discourses formed and then turned into development policies? Can globalization lead to a diversified and sustainable development? While contemporary global development processes are facilitated by modern information and communication systems, the policy discourses that have eased trade, investment and finance across borders are the main driving forces. National barriers to economic activities, cultural products and policy-making mechanisms have eroded due to the influence of international organizations and multinationals. However, the distribution of the benefits from these global developments are uneven; there are winners and losers among nations and social groups within nations. The course argues that the losers have either failed to take advantage of the opportunities of economic liberalization or done so in inappropriate ways. At the national level, the policies devised to manage these global processes are both macro and micro in nature, making macro-micro linkages essential; as they determine the shift from winners to losers and vice versa. Inappropriate development policy mechanisms generate questionable outcomes, such as environmental degradation, unequal access to resources and knowledge to sections of society, and the marginalisation of pivots of local capacity building.
The thematic issues, which will serve as points of departure for the lectures/seminars, - include: global governance institutions - IMF, World Bank and WTO; trade - liberalization, debt and initiatives for debt forgiveness; agricultural reforms and - fisheries in rural development ; NGO activism and notions of participation; gender-informed livelihood strategies and informal economies.
