SPL-2006: Local Governance Work Load 10 credits (ECTS) | Examination semester Spring | Objectives This course is compulsory for bachelor studies in Civic Planning and Cultural Understanding. | Contents In local government, forms of governance are being transformed, involving new forms of management (New Public Management), new forms of citizens'' involvement (user participation, co-management, etc) and new forms of administration. Governance has become complementary to government, and in some respects governance has replaced government in the traditional way, e.g. in the use of hierarcy, subordination and control. New forms of governance representing decentralization, flexibility and autonomy have taken over instead. At government level, power has been moved from the political scene to the administrative staff. This has had various consequences for the way in which decisions are made and governing is performed. More and more decisions are taken at the lowest level of the organization, in the encounter between the user and service executives. More actors representing different needs and interests are involved in the decision-making prosess. Governing is developing towards multi-actor and multi-level forms of governance, often involving private corporations as well as civil society organizations. This course offers an overview of the background to these changes and how they are performed, and some of the consequences they may have on democracy and political government. | Form of teaching Lecture and seminar. | Coursework requirements
