STV-3031 is an elective course for students in the Master''s program in political science, but can also be of interest as an elective for students in other Master''s programs at the university. | Contents
The course addresses the basis of the municipalities ¿ their status and challenges. Local government is constantly changing within the frames set by central authorities and conditions surrounding us; the municipal institution is still in the casting ladle. What challenges does the municipal institution face today? How are these challenges handled?
The course gives, on one side, a general introduction into the decentralization debate and the ¿eternal¿ push-and-pull between local autonomy and governmental equality considerations. This especially affects the basis of the municipality and the relationship between state and municipality.
On the other side, this course also gives an introduction into one of the current, central debates regarding local government. In light of the decentralization debate, the course puts emphasis on governmental funding and control of government based on rights, on the conditions for control of local development, and on the debate regarding regions and the actual size of the municipalities. We also take a look on explanations and challenges connected to the decreasing number of people voting at elections.

One term paper and one written exam.
The exams consist of:
- One 6 hours written university-based exam
- One term paper (approx. 4000 words or 11-12 pages) on a theme of your choice. The deadline for the paper will be determined towards the end of the course.
Grades from A-E are passing grades, and F constitutes a fail. The course is open for re-sit examination the following semester. | Date(s) of written examination
