The first lecture outlined the causes for the rise and expansion of the HR-regime. The major human rights instrument was presented. The differences of rights based and a development approach to development was subsequently discussed, followed by a brief overview of ways in which to operationalize a rights-based approach in policy development and planning.

The two last lectures will take place Wednesday, 28.04.2004, 12.15-14.00 and Thursday 29.04.2004, 10.15-12.00
