SIU - Centre for International University Cooperation is the international section of the Norwegian Council of Higher Education. The Centre manages international cooperative programmes within research and education, and supports joint action among Norwegian universities and colleges on issues of internationalization.

SIU manages programmes towards developing countries (NUFU, NORADs fellowship programme); Eastern Europe, the Nordic countries (NORDPLUS) and the European Union (SOCRATES). Some of the programmes are only open for universities or colleges, but several of the European Unions' education programmes deal with the entire education system, from kindergarten to research training.

The Centre is a public agency dealing with institutions and government ministries. The individual schools, universities and colleges themselves run the activities under the programmes.
