35 The A.T.A. Carnet
The
A.T.A. Carnet is an international customs document used worldwide to facilitate
customs clearance of goods that are temporarily imported into a member country.
Its legal basis is the Customs Convention on the A.T.A. Carnet for Temporary
Admission of Goods, which entered
into force in Norway
in 1965. Use of the Carnet eliminates the need to make deposits at the time of
importation, and simplifies customs procedures.
The
Carnet may, for example, be used in connection with the import of commercial
samples and goods for exhibitions organised by a diplomatic mission or consular
post.
The
Carnet may be used for the transit of goods through more than one country, and
may be used multiple times for goods forming part of the same exhibition. It is
valid for up to one year. The A.T.A. Carnet system is administered by chambers
of commerce in the member countries.
Further
information on the A.T.A. Carnet can be found on the website of the Oslo
Chamber of Commerce at www.chamber.no.
Diplomatic
missions and consular posts of countries that are not party to the Customs
Convention on the A.T.A. Carnet, and which wish to import goods for display or
use at exhibitions, fairs, meetings or similar events, should contact the Oslo
office of the Directorate of Customs and Excise, whose website can be found at www.toll.no.
