Project working title: The Sardar Sarovar Project in Gujarat: an analysis of ideas of development in the project, and a case study of command area challenges.
This is a study of the controversial Sardar Sarovar Project (SSP) in Gujarat, a dam project with the main purpose of providing canal irrigation for arid and semi-arid regions of Gujarat. Whereas most scholarly attention to the SSP has focussed on the issue of displacement and the resistance movement in the submergence area in the Narmada Valley, this project focuses on the intended beneficiaries and the intended broader aim of the project.
The first part of the study analyses the ideas of ‘development’ expressed through the project by an analysis of plan documents and interviews with key actors. What do the government and the supporters of the SSP want to achieve through the SSP, and through which mechanisms do they expect this to happen?
The second part explores the reception of the canal project and the Narmada water in a comparative case study of two villages in different parts of the command area in Central Gujarat. A central focus is the gap between plan and reality, and how local power relations may affect project implementation.
