terroraksjonene i New York i september 2001.
Denne gjennomgangen utgjør bakgrunnen for oppgavens første
bakteppet aksjonene i New York utgjorde.

The Making and Unmaking of the Politics of Exceptionality : Studying Processes of Securitisation and Desecuritisation in the Orange and Okavango River Basins

Title: The Making and Unmaking of the Politics of Exceptionality : Studying Processes of Securitisation and Desecuritisation in the Orange and Okavango River Basins

Authors: Davidsen, Pål Arne

Abstract: This study acknowledges the shortcomings of, on the one side, keeping the concept of
security in international relations limited and confined to state protection by military means
from perceived internal and/or external threats and, on the other side, widening and
broadening the concept of security to encompass all aspects of social life perceived to threaten
a specific referent objects of security. By drawing upon the work of the Copenhagen School
of International Relations (CoS), the study develops a comprehensive framework which
examines how securitising actors discursively attempt to construct certain state of affairs or
developments as threatening to specific referent objects of security. By also paying attention
to the concept of desecuritisation, how to unmake security, which has received scant attention
by the Copenhagen School, the thesis delineates the complex dynamics between securitisation
and desecuritisation in the context of perceived water scarcity in two international river basins
in Southern Africa, the Orange and the Okavango. It is argued that the foundation of the
interaction between securitisation and desecuritisation is much dependent on the different
ways in which nature has been constructed; the Orange River has become a symbol of
“Humankind’s conquest of nature” while the Okavango has been constructed as “God’s gift to
humankind”. Drawing upon the discourse theoretical framework of Ernesto Laclau and
Chantal Mouffe, it is argued that when enacted through the logic of equivalence, securitisation
invokes a Schmittian understanding of the political which reduces social antagonisms between
stakeholders in the river basins to a dichotomy between friend and enemy. It is further argued
that where attempts of desecuritisation take place, these have the potential of creating a more
cooperative climate between the respective stakeholders in the basin states. However, by
employing the logic of difference most of these cooperative endeavours are identified as
carrying important and unattended side effects, leaving central, contentious issues aside,
ultimately making desecuritisation appear in a bleaker light in the Orange and Okavango
River Basins.

TWEED Code Book

Title: TWEED Code Book

Authors: Engene, Jan Oskar

Abstract: The data set Terrorism in Western Europe: Events Data, TWEED, contains information on events related to internal (or domestic) terrorism in 18 West European countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, and the United Kingdom of Great Britain and Northern Ireland). By limiting itself to internal terrorism, the TWEED data set only includes events initiated by agents originating in the West European countries. In the TWEED data set, data has been collected for the period from 1950 to 2004. In total, 11.026 events are recorded in the TWEED data set. Of these, 9542 events (86.5%) are actions initiated by terrorist groups or non-state agents. The remaining events are government actions directed mainly against terrorists. The total number of deaths resulting from actions by terrorist agents recorded in the TWEED data set is 2959. The data set records activities by around 200 terrorist groups identified by name. The code book documents the structure of the data set and the variables included in it.

Description: The TWEED data set contains information on more than 11.000 events related to internal (or domestic) terrorism in 18 West European countries for the 1950 through 2004 period. The code book describes the structure of the data set, the countries covered, and the variables included and functions as a user’s guide to the data set.
Shifting parties, constant cleavage : party system formation along the urban-rural cleavage in post-communist Lithuania

Title: Shifting parties, constant cleavage : party system formation along the urban-rural cleavage in post-communist Lithuania

Authors: Lie, Svenn Arne

Abstract: When studying the party system formation in post-communist Lithuania, the Western
European theoretical framework is a useful, although not sufficient tool to understand this
process. Weak alignments between voters and parties and unstable party systems have made it
difficult to apply the Western European theoretical framework because it prerequisites a high
degree of party institutionalisation. In addition to unstable electoral support for the established
parties, new parties successfully emerge, but disappear, then change name, splinter and merge
with other parties.
This thesis introduces the Reversed cleavage model, which is an attempt to study cleavages in
a post-communist setting, exemplified with the urban-rural cleavage in Lithuania. Instead of
focusing upon continuous representation of political parties, the Reversed cleavage model
applies cleavage continuity as a point of departure. The unstable party system in Lithuania is
thereby not related to voters’ missing perception of cleavages, but to the parties’ inability to
establish long-lasting alignments with the electorate. Party system formation along the urbanrural
cleavage in post-communist Lithuania, is explained by shifting parties and constant
cleavage.

Title: Europas byer : økonomisk vekst fra 1979 til 1994

Authors: Wiggen, Ingrid

Explaining variation in indigenous mobilisation : a comparative study of the Ecuadorian and Peruvian Andes

Title: Explaining variation in indigenous mobilisation : a comparative study of the Ecuadorian and Peruvian Andes

Authors: Kilander, Fredrikke Storaker

Abstract: This thesis seeks to answer the question of why ethnic identity has served as a basis for mobilisation among the indigenous peoples of the Ecuadorian highlands, but not among the indigenous peoples of highland Peru. Ecuador and Peru can be regarded as similar countries as they share a number of background characteristics. However, during the 1990s Ecuador had the strongest indigenous movement in Latin America, while no national indigenous movement appeared in Peru. In a Latin American context Peru can be seen as a deviant case, as indigenous movements have developed in all of the other countries with large indigenous populations.

While ethnic conflict constitutes a challenge to the "new" democracies in Latin America with large indigenous populations, ethnicity and ethnic cleavages in the region remain an understudied topic. My approach to the research question is therefore exploratory. On the basis of a discussion of ethnicity theory, theories of nation-building and modernisation, and social movement theory, I develop three main variables which are operationalised by four indicators each. The variables are: 1) ethnic boundaries and group differences; 2) state- and nation-building policies pursued by the state; and 3) the potential for mobilisation of highland indigenous peoples. The variables provide the headings for the three chapters of the analysis.

The analysis demonstrates that the first variable is not likely to account for the different outcomes in Ecuador and Peru with regard to highland indigenous mobilisation, as indigenous peoples seem to be equally disadvantaged in both countries. Rather, a combination of state-policies and organisational processes, the second and third variables, seem to better explain variation in highland indigenous mobilisation. In Ecuador, nation-building ideologies have been more exclusive of indigenous peoples than in Peru, and there has also been less land redistribution. This is likely to have provided stronger incentives for highland indigenous mobilisation in Ecuador. In addition, weak class-based organisations and a relatively open political system in Ecuador as contrasted to Peru, seem to have been conducive to the formation of indigenous organisations. In Peru, ethnicity has tended to be overshadowed by class.
