Right to vote – Persons entitled to vote: the right to vote is stipulated inNorway's constitution and the Election Act. Norwegian citizens aged 18 or over in the election year and who have resided inNorwayfor the last 10 years are automatically included in the electoral register. In addition, Norwegian citizens who have lived abroad for 10 successive years can apply to be included in the electoral register.

Foreign nationals who have resided in Norwayfor at least three years on election day are entitled to vote in local elections provided that they fulfil the general conditions for the right to vote. Pursuant to an amendment of the Election Act, Recommendation to the Odelsting no. 61 (1998-99), Odelsting Proposition no. 37 (1998-99), all Nordic citizens have the right to vote in local elections if they moved to Norwaybefore 1 March in the election year. This came into effect in the 1999 election year.

As from the 2003 local elections, all Nordic citizens are entitled to vote if they moved to Norway before 31 May in the election year. Nordic citizens were entitled to vote in the 2007 local elections if they were classed as resident in Norway in the population register on 30 June in the election year.

Only persons who are registered in the Sami electoral register can vote in the Sameting election. All Sami from Norway who will be 18 or over in the election year can be included in the Sami electoral register.

Anyone who declares themselves to be Sami, and who either has Sami as their native language, or has or had parents, grandparents or great grandparents with Sami as their native language, or is a child of someone who is or has been on the electoral register is entitled to be included in the Sami electoral register.

Sami who are citizens of other Nordic countries can apply to be registered in the Sami electoral register if they are classed as resident inNorway in the population registered on 30 June in the election year.

Sami who are not from a Nordic country can apply to be registered on the Sami electoral register if they have resided in Norway for three years prior to the day of election.
