Choose what kind of connection you want to use at Session Properties, then choose the tab 'Advanced' and check 'Passive transfers'.

Passive FTP with CuteFTP how-to

Open the Site Manager and choose what kind of connection you want. If you then press the 'Edit...'-button you will get a new window called Site Properties. Check for "Use PASV mode". To finish, press OK and thenConnect.
