GENERAL
These are guidelines for the Grant calculation sheet, covering the principles for completing the individual budget lines in the spreadsheet. A tentative scheme for transferring funds from Fredskorpset to the Primary Partner is also included in the spreadsheet and must be completed.
Fredskorpset does not refund actual expenses, but provides a predetermined amount as a grant towards the partners’ exchange project. This means that the overall costs of an exchange project may be higher than the grant the partnership receives from Fredskorpset. If the project proves to be more expensive than the grant, the partnership must cover the excess from its own resources.
The partners may supplement the project with their own funds. Any deviation of more than 10% must be accounted for. The administration grant can not be extended by reallocating funds from other budget lines. Any unspent funds must be repaid to Fredskorpset.
Where upper and lower limits for a grant are given, the amount will be determined by Fredskorpset on the basis of an assessment of the actual costs of activities, the general costs of living in the country, the exchange’s specialist content and/or the qualifications that the partnership is seeking to recruit. FK can in special circumstances, exceed the limits for administration grants. The Primary Partner shall attach to the partnership agreement a printed and an electronic copy of the spreadsheet.
The Primary Partner must, in accordance with the partnership agreement, distribute the grant to the participants and the other partners in the exchange.
Primary Partner shall submit audited project accounts, in duplicate, within 5 months after the last participant has returned to his/her home country. The project accounts must be audited in accordance with the International Standards of Auditing ISA 800, by a public licensed auditor. Accounting and auditing shall include payments in Norway as well as transfers and payments in other countries. All projects of more than 18 months duration shall submit interim project accounts by the midterm into the project. Funds transferred from FK, but not spent are to be accounted for. Auditing is not required for this report.
NORTH-SOUTH PARTICIPANTS
Preparing the participants
(grant of NOK 0-7,000/participant/week)
The partners must organise preparatory courses of at least 2 weeks’ duration for the participants. Each applicant is to prepare a budget for the directly attributable costs of this course, within the guidelines set out by Fredskorpset. Fredskorpset provides a grant of max. NOK 7,000 per participant per week, with an upper limit of NOK 22,000 per participant in total. For individual partners without the capacity for organising their own course, alternatives should be sought in consultation with Fredskorpset.
Travel to Fredskorpset Youth Programme course
(grant of NOK 500-2,000/participant)
All participants must undertake a one-week course under the auspices of Fredskorpset. Board, lodging and other course costs will be covered directly by Fredskorpset. A grant is provided to cover travel between home/partner’s course location and Fredskorpset’s course location. The size of the grant is based on travel via the cheapest means, using train, low-cost airline or coach. Note that it is the partner who takes care of the administration of the participant’s travel. Fredskorpset does not refund travel chits from participants.
Board and lodging allowance (host country)
(grant of NOK 1,500-5,000/month)
This allowance is meant to ensure a plain but adequate standard of living for participants in the host country, and is calculated on the basis of the general costs of board and lodging in the host country. Such a standard might, for example, be accommodation with a host family, in student housing, a boarding house or sharing an apartment with others.
Insurance
(NOK 1,500-3,500/participant/year)
This is to cover the cost of taking out a combined travel, health and accident insurance policy for the participant during the entire posting abroad.
Posting grant (home country)
(NOK 1,500/participant)
The posting grant is to be used for acquiring the necessary papers, vaccinations and medicines, as well as the cost of a medical check-up before the posting. It will be allocated regardless of the actual expenses incurred.
Language tuition course (abroad)
(grant of NOK 0-5,000/participant)
A grant for a language tuition course may be awarded if this is necessary for the North participant to function in the workplace in the host country.
Travel home/host country
(grant of NOK 5,000-16,000/participant)
A grant is provided for outbound and inbound travel between Norway and the host country. It is calculated on the basis of the assumed cost of the journey. Travel must normally be by air at the cheapest fare.
No grant is provided for home visits during the posting abroad.
Official journeys
(grant of NOK 1,000-2,000/participant)
A grant for official journeys may be awarded if the job in the host country involves local travel.
Follow-up activities
(grant of NOK 6,000-18,000/participant)
The participant is required to spend at least two months on follow-up activities. Fredskorpset provides a grant for this, determined on the basis of the objectives, scope, number of participants, etc. The minimum grant for this is NOK 6,000 per participant, including travel expenses. The maximum award per participant is set at NOK 18,000, including an allowance for a public relations project that is particularly demanding and comprehensive in nature.
SOUTH-NORTH PARTICIPANTS
Board and lodging allowance (Norway)
(grant of NOK 2,000-7,000/month)
The allowance for the posting in Norway is provided as a fixed amount intended to cover costs and daily outlays. The grant is intended to provide the participant with a reasonable standard of living in Norway. Housing might be, for example, a host family, 1- or 2-room apartment, lodgings/student lodgings or boarding school. As a rule, the Primary Partner is to procure such accommodation.
Insurance
(1,500-4,000/participant/year)
This is to cover the cost of purchasing a combined travel, health and accident insurance policy for the participant during the entire posting abroad.
Posting grant (home country)
(NOK 1,000/participant)
The posting grant is to be used for acquiring the necessary papers, vaccinations and medicines, as well as the cost of a medical check-up before the posting. It will be awarded regardless of the actual expenses incurred.

Travel home/host country
(grant of NOK 5,000-16,000/participant)
A grant is provided for outbound and inbound travel between Norway and the host country. It is calculated on the basis of the assumed cost of the journey. Travel must normally be by air on the cheapest fare.
No grant is provided for home visits during the posting abroad.
Official journeys
(max. NOK 800/participant/month)
A grant for official journeys may be allowed if the job in the host country involves local travel.
Follow-up activities
(grant of NOK 1,000-3,000/participant)
The participant must undertake follow-up activities in the home country after returning from Norway. As a rule, this will be done internally in his/her own organisation. The allowance is calculated on the basis of the home country’s general cost of living.
GENERAL COSTS
Project coordinator
(grant of NOK 130,000-400,000/project/year)
Fredskorpset requires that the partners have a designated individual to supervise the participant in each phase – not necessarily always the same person. It is especially important that participants are well supervised when abroad. For this coordination work, a grant is provided for a salary, including social administration costs, of up to NOK 400,000 if the project has 15 or more participants. For fewer participants, the grant is reduced accordingly. For example, a project with 5 participants would receive one third of the full grant. The project coordinator grant is provided for the duration of the project, plus an additional 3 months.
Grant for recruitment, open project (Primary Partner)
(grant of NOK 0-1,000/North participant)
A grant is awarded for recruitment of participants to ‘open’ projects. By this is meant projects in which it is not a precondition that applicants have been or are members/students/employees of the organisation. The grant applies to the Primary Partner and is calculated per participant.
Administration grant (Primary Partner)
(grant of NOK 10,000-50,000/Primary Partner)
The administration grant is intended to cover the development of, reporting on and general administration of the project, as well as the special obligations that come with being the partner responsible for the agreement with Fredskorpset. The size of the grant is determined by adding up a) the number of participants being posted abroad and b) the number of participants being received, and then multiplying by 2,500. The total grant is not to exceed NOK 50,000.
Administration grant (Secondary Partner)
(grant of NOK 5,000-25,000/Secondary Partner)
One administration grant is allowed per partner. It is intended to cover the development of, reporting on and general follow-up and administration of the project. The size of the grant is determined by adding up a) the number of participants being posted abroad and b) the number of participants being received, and then multiplying by 1,500. The total grant is not to exceed NOK 25,000 per Secondary Partner. If there are several Secondary Partners, the grants for each partner are added together to produce the total administration grant for all Secondary Partners.
Partner meeting
(grant of NOK 5,000-14,000/partner/year)
The grant is intended to cover the costs of attending the partners’ annual meeting for reviewing progress, results, finances, administration and future development of the project. The grant is intended to contribute to the travel expenses for a single person.
Mandatory Fredskorpset-youth meetings
(grant of NOK 0-12,000/Primary Partner/year)
A grant is provided for the partners’ travel to mandatory meetings organised by Fredskorpset. The grant is only applicable to partners being based outside Oslo. It is meant to cover travel to both partner courses as well as participation in network meetings.
Participant follow-up/mid-term seminar (Primary Partner)
(grant of NOK 4,000-24,000/partnership)
During the posting abroad, the Primary and/or Secondary Partner is expected to organise a seminar for all North participants in a country/region, to review experiences so far, facilitate systematic reflection and widen the participants’ understanding of the host country’s/region’s culture and society. The partners are expected to organise a similar seminar for the South participants in their host country. These gatherings may be jointly organised with other Fredskorpset partners in the same country/area, where feasible. A grant is provided per partnership to carry out this type of participant seminar.
OTHER SOURCES OF FUNDING
In some projects, the participants/project will also have other sources of funding than Fredskorpset. In such cases, this must be reflected in the application and budget for the individual project. The partner organisation can collect a personal contribution from participants and allocate this to other project expenses not covered by Fredskorpset.
PROVISIONAL TRANSFER PLAN FROM FREDSKORPSET TO PRIMARY PARTNER
The transfer plan is made on the basis of the partners’ anticipated cash-flow requirements. The plan should take into account the starting date of the preparatory course, project duration, as well as fluctuations in ongoing expenses over the project period. Normally, an exchange project will have three transfer dates in the course of a year. Changes in the total grant frame due to altered circumstances (e.g. participants returning home early) will be taken into account in the next transfer.
PROVISIONAL TRANSFER PLAN FROM PRIMARY TO SECONDARY PARTNER(S)
It is the responsibility of the Primary Partner, in agreement with the Secondary Partner(s), to prepare a budget and a transfer plan for the transfer of funds between the partners. Transfers are to cover costs incurred by Secondary Partner(s), and payments made in the South by Secondary Partner(s), on behalf of the project.
