ESCM Outline
UNSD drafted a first outline for ESCM for the fourth meeting of the Oslo Group in Canada 2009.

UNSD encouraged input from the countries on the structure of ESCM. During the summary session of OG4 it was agreed that ESCM should be subjected to continuous revision, and part of the agenda of all future OG meetings.
If IRES is endorsed in 2011, ESCM should be available in 2012. It is important that we have ESCM in the back of our minds while working with IRES. OG5 can firm up on a more detailed outline and drafting responsibilities for its members. Provisional drafts of ESCM can be reviewed by OG6 and OG7.
