Para 3 states that the scope of IRES is reflected in the list of data items that are presented in Chapter 6. Chapter 6 para 3 states that "It is recommended that national energy statistics programmes use the Reference Lists for selection the data items in accordance with their own statistical circumstances, respondent load and available resources. It is further recommended that all countries collect all applicable data included in the Minimum List." However in para 4 of chapter 2 we get the impression that countries are encouraged to defined their own scope and add items more suitable for their own needs. We suggest to move the encouragement in para 4 to chapter 6.

We welcome the initiative of INEGI. Diagrams like these should be included in IRES. Especially we like the “roadmap of energy statistics” idea. It is easy to see how existing standards, legislation, institutional framework and IRES interact on the data flow to create basic energy statistics.

The energy sector is defined in chapter 6 and we should make sure that the descriptions here are in accordance with the definition in chapter 6. It is important to point out that (if we are keeping the term) the energy sector includes only production of energy by those statistical units having energy production as their main activity. See also comments to chap 7 para 39-49.

We agree that the examples suggested by SEI are better examples and ask the writing team to elaborate these comments into the text.

In chapter 2 – at paragraph 9 I certainly agree with the proposal stated. I also feel that the issue mentioned in the square brackets is important, and do believe that these are needed.

1.. I would be in favour to rename this chapter in: Scope of IRES

To my opinion it is not interesting and not necessary to have to have some kind of definition of "energy statistics". What matters here is to identify to what type of statistics UN wants to make recommendations on within the scope of this manual.

2.. Comment on the comments of UNSD-EEA:

I agree that additional data items should be included to be able to generate Energy accounts (based on SNA-principles). However we agreed in the meeting in Ottawa that the aspect of energy accounts in relation to energy statistics should be dealt with in a separate chapter (concept chapter 11) and only there, to avoid confusion (!) Therefore I suggest to include these additional data items as part of chapter 11 (subchapter energy accounts).
