Recommendation 11
All production of associated gas should be treated as part of production of gas, and that part that is flared should be so described. In this way, the change in the output of-the production of oil and gas will not show a "step-change" when the use of part of the gas changes. By analogy, total production of oven gas and blast furnace gas should be recorded in an energy balance, with amounts bled to waste shown as losses.
