Recommendation 14

The primary energy input to nuclear electricity should in principle be defined as the heat released by reactors during the accounting period. In practice, a proxy for this may need to be used, namely the figure obtained by dividing generation of nuclear electricity by the average efficiency of all nuclear power stations.
