Recommendation 9

Published energy balances, whether for particular energy sources or for all energy sources in a single table, should always make clear whether flows represent production, deliveries, receipts or consumption, and the coverage of stock changes (and stock levels) should make clear whether or not they cover producers, importers, transformers, distributors and final users' stocks.
