The idea for the New Paths to Learning Project was conceived at a criticcal time for many rural Norwegians schools. The media were filled with stories of depressed local economies ans resultant school closings in outlying areas.

As researchers they wanted to participate in the prosess, but they wanted to do more than just give advice or examine the problem for a distance. They chosed instead to follow a reserch approach that allowed them to participate actively in shaping initiatives and to work closely with the affectd schools and communities.

Furthermore, they wanted to test a new model of educational research where researchers and practitioners together undertake school-based research.
