Foreword
Forword to the Centre of Excellence for Cold Weather Operations from the Minister of Defence
Situated as it is on the North Atlantic Ocean, Norwegians, civilians as well as military, has always had to cope with severe weather conditions at sea, on land and in the air.
Being trained and equipped for cold weather operations make Norway’s adverse climatic conditions a strong ally. Experience shows us that being unprepared will significantly reduce our combat effectiveness, and may ultimately lead to defeat.
Knowledge acquired through generations, forms the bases for the Centre of Excellence (COE) for Cold Weather Operations (CWO). Norway strongly welcomes a joint effort to further increase the knowledge in this field. We therefore encourage nations to contribute to the program.
The centre is prepared to accommodate a variety of requirements, from individual to unit level training or advice. A program tailored to your requirements will be developed in close cooperation with your planners.
The centre will conduct its own experimentations in support of the alliance transformation effort, and is prepared to support CDE initiatives from allies or partners. I am convinced you will find this concept professionally rewarding and encourage you to take full advantage of this opportunity.
