IMF's ROSC report on Norway

In November 2002, an ROSC mission from the International Monetary Fund (IMF) visited Norway to assess data quality within six important areas of statistics: the national accounts, consumer price index, producer price index, government finances, monetary statistics and balance of payments statistics.

The report is published on the IMF's website and is divided into three main parts: Report on the Observance of Standards and Codes (ROSC), Data Quality Assessment Framework (DQAF) and Response by the Authorities. The first part describes the statistical environment in more general terms. The second part consists of a detailed assessment of the statistics using a special grading system to make the mission's findings comparable with the results from similar assessments in other countries. The third part of the report contains the response by the Norwegian authorities.

Norges Bank was responsible for the section on monetary statistics and served as the Norwegian coordinating authority through the ROSC process. The monetary statistics section comprises statistics from Norwegian depository corporations, i.e. Norges Bank, commercial banks and savings banks, and statistics on interest rates, exchange rates and international reserves. Credit indicators and monetary aggregates were also included.

In general, monetary statistics received a very high score in this ROSC assessment. However, the mission pointed out some weaknesses in the basis for recording data for some financial instruments where the monetary statistics processing was not in line with the guidelines issued by the IMF. This refers to the lack of market values in the recording of gold and some fixed assets. Moreover, the treatment of loans, financial derivatives and interest accrued are not fully in line with the recommendations. The valuation of gold has already been changed in line with the recommendations, and the other recommendations will be considered in the future development of the systems. The Ministry of Finance and Statistics Norway were responsible for the other statistical areas that were assessed.
