Reports to the Storting (White Papers)
Reports to the Storting (St meld) are used
when the government wishes to present issues to the Storting which do not
involve proposals for legislation or plenary decision.
They will often have the character of a
report to the Storting on work carried out in a particular area, or a
discussion of and proposals for future policy.
These White Papers and their consideration
by the Storting will often form the basis for a later proposition (Bill).
