Both the investments in state roads and The Norwegian Public Roads Administration´s own production increased by 29 per cent compared to 2012. The scope of these two types of expenditures was also more or less the same. While own production came to NOK 16.2 billion in 2013, the investments in state roads constituted NOK 15.7 billion. Salaries to the employees are significant, and accounted for 29.2 per cent of The Norwegian Public Roads Administration´s own production, or NOK 4.8 billion. This was an increase of 10 per cent from 2012.

Growth in safety promotional measures…

Almost 42 kilometres of pedestrian and cycle routes were made accessible along state roads in 2013; an increase of 5 kilometres compared to both 2011 and 2012. As from 2010, 155

Slightly more than 54 kilometres of state roads were opened for traffic in 2013. This was an increase of 26 per cent from 2012, and 44 per cent compared to the yearly average for the period 2010-2012. This contributed to a decrease in the number of kilometres of state road with a poor or very poor surface from 2 890 kilometres in 2012 to 2 700 kilometres in 2013. Notwithstanding, about 26 per cent of surfaces of state roads are classified as poor or very poor .

In order to achieve the government´s goal to reduce the number of people injured or killed in road traffic accidents, promotional measures separating the traffic are also crucial to reducing the number of head-on collisions and vehicles running off the road. About 10 kilometres of four-lane state roads were opened for traffic in 2013, i.e. the same level as the year before but only half the volume compared to 2011. Additionally, 21 kilometres of central barriers were built on two and three-lane state roads in 2013. This was also somewhat less compared to 2012, but the width of the road has become a limiting factor for further building/expansion. However, the number of kilometres of rumble strips was doubled in 2013 compared to the two previous years. A total of 150 kilometres of state roads were marked with these strips in 2013.

…and fewer people killed or seriously injured in road traffic accidents in the long run

Following a historically low figure of 844 people killed or seriously injured in road traffic accidents in 2012, the statistics show a slight increase in 2013, when 890 people were killed or seriously injured. Excluding 2012 and 2011, this is the lowest number of persons killed or seriously injured in road traffic accidents since 1947 (734). In the time period 2011-2013, an average of 167 people were killed in road traffic accidents per year, while 694 people were seriously injured. This was a reduction of 26 per cent and 14 per cent respectively compared to the period 2008-2010.

One in every five tonnes of greenhouse gases and nitrogen oxides (NOx) are road traffic emissions

While the national emissions of greenhouse gases have been reduced by 6 per cent in total from 2007 to 2013, the corresponding emissions from road traffic are only slightly lower (1.1 per cent). As a result, the road traffic´s share of the total greenhouse gas emissions increased by 1 percentage point to 19 per cent in this period, and constituted 10.1 million tonnes in 2013 measured in CO 2 equivalents . The NOX emissions from road traffic came to 35 400 tonnes in 2013; a decrease of 2.5 per cent from 2012 and 27 per cent compared to 2007. As a comparison, the total national emissions of NOX were reduced by 19 per cent in the period 2007-2013.
