Security information
The Product Register is subordinate to the Ministry of the Environment. Our main task is to collect and store information on chemical substances and products produced in or imported to Norway.
The Product Register is a service agency for the authorities. Norwegian producers or importers, or any person that places dangerous chemicals on the market are responsible towards the Norwegian authorities regarding product declaration, labelling and product information (Material Safety Data Sheets).
The Product Control Act, the Act relating to Worker Protection and Working Environment and §21 and §22 of the Chemical Labelling regulations lay down rules for the declaration of chemical substances and compositions to the Product Register.
The security in the Product Register is based on Instructions for dealing with documents requiring protection for reasons other than those specified in the Security Act and appurtenant regulations (the Protection Instructions).
On this background the Ministry of the Environment established “Routines for security” (appendix 4 - in our Guidelines). These routines replace the Security Regulations established in 1999 by the Ministry of Local Government and Regional Development.
Only especially authorised personnel at the Product Register and at the user institutions are allowed to require and handle confidential information collected by the Product Register.
All documents regarding product declarations and data equipment at the user institutions and the Product Register are safely guarded against insight and access of unauthorised persons.
Very strict security instructions regarding handling, filing and destruction of confidential product information have been worked out for the authorised personnel.
The Ministry of the Environment has appointed a board (Security Board) to supervise that the Security Regulations are being observed. The private industry has representatives on the Security Board. The board’s task is to supervise the administrative, technical and physical security at the Product register and its users.
The Product Register has security authorisation from the Norwegian NSA (National Security Agency).
