Prioritised geographical and academic areas
Cooperation with institutions in Northwest Russia, included St. Petersburg, is prioritised in the selection of projects, but institutions from other geographical areas also participate. The Programme aims at strengthening the cooperation between Russia and Norway in higher education and research with particular emphasis on areas of significance for the High North region.

Administrative and economic framework
The programme is administered on behalf of the Norwegian Ministry of Foreign Affairs in cooperation between the Research Council of Norway and SIU.

The Research Council and SIU have named a Programme Board responsible for the coordination of the programme. The board has the authority to decide which project proposals are to receive financial support.
