The agreement to collaborate, which makes it it possible for citizens of Afghanistan in Norway to return home, was discussed in a meeting in Kabul on the 29th May. The agreement is between the Norwegian and Afghanistan  authorities and the UN High Commisioner for Refugges (UNHCR). The parties agreed to extend the agreement.
