Foreign citizens with a residence, work or settlement permit in Norway can, in certain cases, be issued with a Norwegian refugee travel document or immigrant’s passport. As a general rule, it is only if your permit is based on the need for protection that the Norwegian authorities can issue you with an immigrant’s passport. Everyone else must contact the authorities in their country of origin. You can obtain a refugee travel document if you have refugee status.
