The Zero programme

Zero is an anti-bullying programme which schools can use to prevent and reduce bullying.

It is the schools employees who possess the responsibility to execute this zero-tolerance principle in an authoritative but not authoritarian way. Zero gives school employees the knowledge and skills they need to recognise bullying and to prevent it.

In Zero, pupils participate actively in the school’s work to create a bullying-free environment.

Bullying in Norway

Approximately 10% of the pu-pils in compulsory schooling in Norway are involved every week or more often in bullying, either as victims or as bullies.

Many others are affected occa-sionally and countrywide studies show that bullying is increasing.

In Norway, there is an Educat-ion Law which aims to secure pupils a positive school envir-onment. According to this law, children and young people have the right to grow up and learn in a bullying-free environment.

Schools in Norway therefore have a duty to take action whenever bullying occurs.
