Highlights of the NOMA programme
The NOMA programme is designed for a concentrated effort within a limited set of issues, thematic fields and geographical areas. This section illustrates some of the highlights of the new programme with examples from ongoing or upcoming master degree programmes.
The changes from NFP (1962-2005) to the new NOMA 2006-2010 have been made gradually. The goal is to transfer the majority of programme activities to higher education institutions in the Asian, African, Latin-American and Middle Eastern partner countries. However, during this initial transitional phase a variety of models for cooperation between higher education institutions have been eligible for support.
Partnerships will be considered successful when they lead to a build-up of capacity and competence at the non-Norwegian partner institutions, and when they contribute to the internationalisation process at the Norwegian institution.
A broad portfolio of 12 bilateral and 24 multilateral Master Programmes had been put together by the end of 2007. It covers the eight main academic fields: education; health; HIV-aids; oil and energy; gender; environment, development and international trade; good governance and democratic development as well as peace and conflict resolution.
The Programme Board’s selection process has been guided by the strategic directions outlined in the Programme Document for NOMA 2006 - 2010. Special attention has been given to:
- Limiting the number of countries
- Strengthening the portfolio of these countries
- Projects from all the prioritised academic fields in the Programme Document
- Projects where a regional facilitator country has been approved is subject to the principle that multilateral projects with facilitator main partners should lend support to either, countries of conflict in which Norway has a special interest or, listed NOMA cooperation countries.
