Welcome to the Norwegian National Defence College

New Inspiration
Deeper Insight
Expanded Horizon

The Norwegian National Defence College (NONDC) offers courses of great relevance for senior civilians as well as for high ranked military personnel.

This is manifested by the fact that all courses are designed by civil servants and officers from different branches of the total defence system in Norway. Administatively and formally, the NONDC is a military institution and a part of the new joint Norwegian Defence Academy, reporting directly to the Chief of Defence and is managed by a Commandant with the rank of major general/ rear admiral.

The Commandant as of 1. September 2007 is Rear Admiral Arne Røksund. Service: Navy.
In addition to being The Commandant he also holds the position as Director General of the Norwegian Defence Academy. He has served in various operational posts aboard submarines and coast guard vessels and held positions as Project officer Norwegian Defence Research Establishment, Research Fellow Institute for Defence Studies, Faculty Advisor Norwegian Command and Staff College, Senior Staff Officer Defence Long Term Study, Head of Section for Human Resources Policy (Ministry of Defence) and Commandant Norwegian Command and Staff College.
Of military education he has the Naval Academy (Operational Branch), Norwegian Command and Staff College, Collège Interarmées de Défense, Paris, Norwegian Defence Intelligence and Security School (Russian studies).
Arne Røksund also has a Ph.D. in History from the University of Oslo

The NONDC offers different courses an seminars throughout the year:

The Main course (app 5 months, jan-jun every year)
The Total Defence course (app 2 months, aug-oct every year)
The Information course (app 1 week, jan every year)
The Attaché course (app 3 weeks every year)

The NDC is situated in a historical and picturesque environment at Akershus Castle. The college is easily reached by all means of pulic transportation, and the walk from the Parliament, for example, takes less than ten minutes. The course participants are allocated parking space on the castle grounds according to need.

The NONDC has its primary task to teach all topics which are related in the widest sense to what we call the total defence; the military defence and the civil emegency planning. The target group are senior military officers and civilians in key positions in society. Civil emegency planning in this context encompasses major parts of society at the central, regional and local level. The study of the total defence is to a large extent also the study of how the Norwegian society works, and of what the tasks and the organization of the military defence are. Implicit in this is an in-depth study of the interaction between the military defence and the civil emergency planning.

To gain a full understanding of the Norwegian total defence, however, it must be viewed in a wider, international framework. Therefore, issuses of foreign and security policy receive a great deal of attention by the NONDC program. Other inernational dimensions are also emphazied; Questions concerning global environment, the battle for the resouces, international conflicts, terroism, peacekeeping, migration, developments in the Third World, and international politics in a more general sense.

The intention behind holding courses of this kind, with a mixed civil and military participation, is to increase mutual understanding, give better knowledge of tasks as well as of individuals, and to ease future coperation when circumstances so require.
