Temporary permit

A temporary permit may be granted to persons who are entitled to apply for a work and residence permit from Norway, when it is likely that the permit applied for will be granted.

NB: Separate rules apply for citizens of EU/EEA countries.

Where it is clear that an application for a permit will be granted, the person may, on request, be given a temporary permit to start work while waiting for the first-issue permit application to be processed. These provisions are intended to regulate those instances where it is important for the person to start work as quickly as possible. In order to obtain such a permit, you must have come to Norway and be ready to start work.

How do I apply?

When you come to Norway, you must contact the police at the place where you will be living in order to apply for a work or residence permit. It is vital that you follow the correct application procedure, and that the application is accompanied by the necessary documentation.

The police may grant a temporary permit, on request, where it is clear that the application will be granted.

Permit holder’s entitlement

The permit must clearly show that it is temporary. It has no relevance to the decision regarding the application or to calculations of length of residence. A temporary permit is counted when calculating the length of permits which do not constitute grounds for a settlement permit.

How long will it take to process my application?

Your local police district can inform you how long it takes to process an application for temporary work permit. A temporary permit lapses if your main application is rejected.

Any questions?

If you are still unsure about anything to do with how you obtain a temporary permit, you can contact the police, your local Norwegian embassy or consulate, or the Information Service (OTS). See also UDI circulars 2002-05 and 2002-03.
