A work permit of this type may be granted to Russian citizens in the Barents region who wish to sell Russian products at markets and municipal cultural events.
Entertainment does not fall into this category of work permit.
Work permit is granted to Russian nationals from the Barents Region who have the intention of selling at a market in Northern Norway. Work permit can be granted in two cases:
- Market trading in Northern Norway for up to one day per month
- Market trading in Northern Norway in connection with municipal cultural arrangement for up to two weeks.
- You shall have an invitation from the concerned municipality where you desire to engage in the market activity.
- There must be a concrete invitation from the concerned municipality. The concerned municipality must guarantee (provide financial security) for the applicant
- The permit is granted based on the condition that a market fee is paid per day. As of 10.02.2006 this fee is NOK 173, per person.
You submit an application to the nearest Norwegian foreign service mission in Russia. The application is decided upon by the Norwegian Directorate of Immigration. The work permit must be approved before you travel into Norway.
In addition to a completed application form, you must include:
As a main rule, it is sufficient that copies of the documents are sent with the application. However, you have to produce the original documents when you hand in your application.
All documents attached to the application have to be translated into English or Norwegian.
NB: The requirement for documentation varies from country to country, and may change over time. You should therefore check what requirements currently apply by contacting the Norwegian embassy in the country from which you are applying.
Case processing times vary. For an overview of average processing times for the various types of permit, visit

contact the Information Service (OTS) by e-mail or by calling (+ 47) 23 35 16 00.
In order to avoid unnecessary case processing delays, it is important to take care when completing the application form and to include all the requested documentation.
- The permit is linked to a particular job and work place.
- You are not permitted to work at another place.
- The permit does not constitute grounds for a settlement permit or family reunification
The permit cannot be renewed or extended.
If you have been granted a permit to trade in a market up to one day per month, you can be given a new permit based on the same conditions but not longer than one year altogether.
If you have been granted a permit to trade in a market in connection with a cultural arrangement, you can be given a new permit based on the same conditions first, after you have stayed outside the country for five months. But it will not exceed one year.
If your application for a work permit is rejected, you may appeal against this decision. If you appeal, your application will be re-examined by the UDI. The UDI may overturn the decision and grant the requested permit. If the UDI upholds the decision, the case is sent on to the Immigration Appeals Board (UNE) for new consideration.
