The grant is meant for short time visits to both single researchers and research teams. Only researchers from institutes located in one of the Community Member States or Associated States are eligible to participate under the contract. In some cases, also scientists from outside Europe and from Norway can benefit under the contract, provided they take part in a European user group. However, this has to be negotiated with the Commission for each project proposal.

An independent user panel, consisting of external experts, will make a selection out of the project proposals on the basis of scientific merit, giving priority to applicants who have not previously used the facility.
