Research and Protection of Privacy

Why the privacy issue unit?

Many researchers and students utilise personal information as a clue in a research or student project. It is very often not clear to what is legal and how the rights of the participants should be preserved.

The law on personal information allows the institution to choose a privacy issues unit, which can assist the project leader in ensuring that the conditions in the guidelines are respected.

The main purpose of this organ is to ensure the respect of privacy and to simplify the law binding obligatory application. The obligatory application to the Norwegian Data Inspectorate (Datatilsynet) is therefore replaced by the obligatory application to the Unit for privacy issues.

For whom is the Norwegian Social Science data Services (NSD)’ privacy issue unit?

Universities and all the scientific and state colleges, a group of private colleges, health… and others research institutions, have chosen NSD as privacy issue unit for research and student project done at those institutions.

   Does this concern me?

If you are researcher or student at an institution that has chosen NSD as privacy issue unit, and you are going to utilise personal information, you are oblige to sign in to the privacy issue unit.Utilising means for example collecting, safeguarding, storing and reusing personal data.Personal data are information, which could identify an individual directly or indirectly.

 What should I do?

You should fill out an application form and send it to Research and the protection and privacy. This form can be found at www.nsd.uib.no/personvern.You should send the form a least 30 days before your data collection start. You should not send the project to the Norwegian Data Inspectorate (Datatilsynet).

What does the Unit for Privacy Issues?

The unit analyse if the research project fulfil the conditions in the law of personal data and the law of health registry.  The unit for privacy advise on the changes needed in the project lay out to meet the required conditions under the general license agreements. The unit controls the applications on the use of personal data. The Unit decide if the project meets the requirements for license and send an application on license to Datatilsynet.  The unit gives information and supervision on research and privacy.  The unit assists the participants in the project in preserving their rights.
